Located in the Cagayan River, it was initiated for pre-development in 2005 by GREENERGY President Cerael Donggay for the Northern Midnanao Electric Cooperatives Association (NORMECA). All the technical and social preparations were completed, all endorsements submitted, and power purchase agreement was signed.
